RRTI's approach combines training, assessment, certification, research and professional development.

The Institute provides structured courses and examinations so that drivers and transport entrepreneurs can develop the professional competence required for their activities.

For drivers, this includes initial qualification, continuing education and professional competence certification. For transport managers, the approach includes professional-capacity examinations and management-related training.

RRTI also combines professional training with research into Rwanda's transport sector so that training and reform can respond to actual conditions in the country.
